This is not a console specific service problem, I am on PC and suffering the same server access issues as all the console users. This is a Rockstar server service outage issue for whatever reason, likely an external attack I would imagine...

ERR_GFX_STATE is a @RockstarGames issue, not a system issue. Long story short? They have failed, once again, and have paid hundreds of thousands, if not millions in damage control, which is ultimately the people who try to interject by saying it's a system issue.
