Ok so we have two VMs on the same subnet. I can access RDP on VM1 and connect to VM2 by RDP. VM2 obviously has a working network card, but I can't connect to anything outside the network. I do have DNS though. What gets me is the Azure page now says 'No issue' so I'm unsure whether I need to keep rebooting it or it will magically fix itself.

And FWIW I tried to scale the service and that failed too. Submitted a service health report to Azure. They're still showing everything online and healthy. Maybe I should just tell my client that their app is working fine and see how that goes.

I have one of my app services in US-East is failing to start. Kudo won't even load. A couple of times a restart brought it online, but it quickly degraded and shut down again. Now it's just down consistently.

I checked the Azure DevOps status page, but this is more than just partial service degradation in a few regions. All of our personal access tokens are invalid, and no one can pull or submit code. It has been at least three and a half hours since the malfunction occurred, and the Microsoft engineers still haven't fixed it.

All, the outage here appears to be related to the most recent cumulative update from Microsoft, KB5074109. You can check Reddit for additional details regarding the issue. Recommendation is to remove this update for the time being.
