Can't get it to work on my Sony Bravia or iPhone Apple TV app. If I try to start a show on the iPhone Apple TV app, it opens up a different app like HBO Max or Hulu to play the content from them rather then my purchased version directly from Apple. Must be a service issue?

@infuse It’s definitely not a display limitation: From my PC connected to the exact same screen, I can output 23.976 Hz without any problem. From an Apple TV on the same screen, I can also output 23.976 Hz and Infuse is perfectly smooth. So this really seems to be a limitation of macOS
