Reports about problems with Outlook

The MS break/fix outsourced technician advised that we were feeling the effects from the July 23 issue (TM1437780). Calendar works now, but confused how an issue, that did not affect us, back on July 23 surfaced yesterday.
Ever since the morning of 8/4, our users are unable to use the "new" Outlook Windows client, nor Edge (owa), to create calendar events. They receive the "Something went wrong. We couldn't send your calendar event. Waiting a but might help. Keep your calendar event open to try again later" error message after clicking send. There are no issues with using other browser and the Outlook mobile client. Started with a few users and has now increased.
At my university, we've had at least three help desk tickets yesterday where the New Outlook desktop app periodically reports "Access Denied" where the folders section typically appears.
We hare having issues with email reception. Stopping work production in a serious way.
Partial access. Users report send and receive issues and in the same organization no send/receive issues.
Can't load drafted messages, or upload attachments.
Lost access to Teams, Now Outlook, One Drive as of 2:10pm today
Tried sending messages last Thurs/Fri (7/9-10) without issue or bounce-back on my end but the recipients say they're not arriving. Messages they've sent me arrive just fine.
