I will try to remember to keep posting this solution because it is the only thing that does work. Microsoft issued an update to the extension host some time in May that breaks the application for many of it's users globally. With any luck this info will make it back to Microsoft and they will issue a retracted or corrected app.

Outlook has an issue with the extensions host that causes it to stop responding. Emails cannot be opened, read, attachments opened or read, and the app won't even close. The only way to fix this is to Alt-Ctrl-Delete and open the Outlook thread, highlight the Microsoft Outlook Extensions Host and end the task. Then it works as expected. This has been going on for at least a couple of weeks that I am aware of, and it has been reported by others but for some reason DownDetector doesn't report it as having a problem. Good luck!
Well then you don't have anyone to email. Problem solved.
ok - well if someone is just going to delete my notifications from MS I will just stop posting them. Too bad - this recent one was going to be some potentially good news.
