It's called throttling. Microsoft had been doing this for years. Try pausing all downloads for a few seconds then resuming. This sometimes works.

Download speed on Xbox is 21.34 Mbps. Upload speed is normal. Latency is a bit high. No packet loss. Download speed on a different device is well over 300 Mbps. Clearly, the issue is with Xbox.
